  17. <p>     What does a Queen do when it comes time to grace the
  18. shores of the colonies that her great-great-great-great-
  19. grandfather so carelessly lost? Pretty much whatever she wants,
  20. which in the case of Queen Elizabeth, who arrives next week in
  21. Washington for a nine-day state visit, may not be what you'd
  22. expect. Her tour includes the first-ever speech by a British
  23. monarch to Congress, good seats at a baseball game in Baltimore,
  24. and a trip to Florida to meet General Norman Schwarzkopf. The
  25. city of Miami will present Her Majesty with two manatees, those
  26. aquatic mammals known as sea cows. But the creatures will remain
  27. in Florida, which probably pleases her and the Buckingham Palace
  28. staff just fine.
